On the sidelines of the debate on the crisis of liberal democracies, a discussion has opened on the political meritocracy advocated by the "Asian Values" and on its difficult compatibility with western democratic systems. The "meritocratic" perspective represents, in fact, in the Confucian culture that inspires some constitutional models of the Far East, the foundation of public ethics and the instrument of social promotion because of the personal qualities of the individual, a characteristic that made some authors the existence of an intrinsically "democratic" spirit of Confucianism. However, there is a possible space for "democracy of merit" even in the constitutional systems of the West. The research examines the implicit reference to the values of merit expressed by art. 54 of the Constitution, second paragraph, which breaks into the Italian constitutional order with a strong innovative charge through the reference to the hendiadys "discipline and honor".
A margine del dibattito sulla crisi delle democrazie liberali, si è aperto un confronto sulla meritocrazia politica propugnata dagli “Asian Values” e sulla sua difficile compatibilità con gli ordinamenti democratici occidentali. L’ottica “meritocratica” rappresenta, infatti, nella cultura confuciana che ispira alcuni modelli costituzionali dell'Estremo Oriente, il fondamento dell’etica pubblica e lo strumento di promozione sociale in ragione delle qualità personali dell’individuo, caratteristica che ha fatto dichiarare ad alcuni autori l'esistenza di uno spirito intrinsecamente “democratico” del confucianesimo. Tuttavia esiste uno spazio possibile per la “democrazia del merito” anche negli ordinamenti costituzionali dell’Occidente. La ricerca prende in esame il riferimento implicito ai valori del merito espresso dall’art. 54 della Costituzione, secondo comma, che irrompe nell’ordinamento costituzionale italiana con una forte carica innovativa attraverso il richiamo all'endiadi "disciplina e onore".
