The pedagogical reflection and the educational practice are crucial in facilitating/monitoring both processes of social capability (by individuals, groups, community) dialoguing with the institutions and processes of institutional capability respect to the role that institutions play in promoting conditions of freedom of choice for individuals, groups and communities. This mediation between instances of autonomy - interdependence can be performed by a device of Participatory Action Research in the field of social pedagogy and pedagogy of community aimed at fostering learning processes as increasing participation to social life. In this frame learning processes are referred to the acquisition of competences able at increasing the toolset and preferences to achieve goals in the wider horizon of society. In summary, these learning processes promote capability as they promote greater complexification of relations between systems and environment along self/co-evolution processes (governance, participatory evaluation/planning, participatory/deliberative democracy )
