The current competition can no longer be understood merely as a proxy conflict among major powers, but rather as the outcome of the growing strategic agency of local actors. Since 7 October 2023, with the collapse of the notion of a post-American Middle East, small and medium regional powers have increasingly pursued a strategy that combines cooperation and competition with global powers on issue-specific dossiers. Their objective is to enhance their political and strategic relevance. The current phase of re-globalisation has generated new patterns of strategic competition, exemplified by the rivalry between the Belt and Road Initiative (BRI) and the India–Middle East–Europe Economic Corridor (IMEC). Within this evolving landscape, the Mediterranean has become the central arena for European policy, China's strategic projection, and Russia's geopolitical ambitions. At the same time, it constitutes the primary geopolitical horizon for the countries of the Middle East and North Africa (MENA), whose role has become increasingly significant for the European Union, and for Italy in particular.
