Governabilità, rappresentanza e tentazioni di maggioranze surrettizie: (e)lezioni spagnole

Taking the result of the Spanish elections and the political situation that ensued as a reference, this contribution intends to reflect on the relationship between electoral systems and the capacity to form a stable government in an accomplished democracy such as that of Madrid, questioning the practicability of a political vision that considers governability an end to be achieved at any cost, according to some, regardless of the real political context of reference. Finally, the question arises as to the value of an artificial governability, i.e. one that is realised through regulatory expedients aimed at converting what are in reality political minorities into electoral majorities, and what impact these stratagems might have on the democratic order of the legal systems that intend to implement them.
